I have 4 folding bicycles including the Citizen Tokyo, a high end Dahon Helios xx, A downtube mini, and the "Scooter bike" The Pacific Carryme DS. The Citizen Tokyo is a really, neat, stylish, entry level folder. It's well worth the price. The gearing is a bit low. The crank is 46T and the top gear (of 8) is 14t, which means in top gear most people will not be able to go faster than 15mph pedaling as fast as they can, with most being comfortable at ~10-13mph.
It's not light at 31.8lbs (my measurement as assembled), but it is small and easier to carry than a full sized bicycle of the same weight. It comes out of the box completely assembled aside from putting the handlebars in place (no tools required). The ride is surprisingly smooth with the big fat tires. It can take bumps much better than my Dahon.
The steel frame does not flex when you accelerate the way a lot of aluminum folders do. It feels really solid. The upright riding position is very comfortable and the standard seat is cushy and comfortable.
It's as comfortable as a regular sized cruiser and you can ride just as long as far as a full sized bike. when it folds, it's very small and can fit into corners, under your work desk, on trains or in the trunk of your car with ease.
The folding mechanism is not as intuitive as other folding bicycles, and even when you master it, it will still take 10-15s, but that's not so bad.
For the price, I say 90% of the people who buy it will be thrilled with it. It's a great commuter bicycle for taking on the train, traveling, RV camping or living where space is limited. It's really fun to ride.
Upgrade to a 53t chain ring and an 11t top gear in the rear and you'll be able to go 20-23mph (if you're strong enough). High recommended for anyone who needs an inexpensive folding bicycle. If it had this gearing as stock, I'd give it five stars.

I'd echo pretty much everything in JV's review except I think the low gearing (i.e., easier to peddle, but you don't go as far or as fast) might be a bigger problem than his rating indicates. First the good news: the remodeled Citizen Tokyo is significantly better than the previous edition - really solidly built and folds without a hitch. You couldn't ask for a fairer price.
That said, the gearing does bother me. Even at the top gear peddling is pretty easy and it's difficult to get much speed going. I took it to my local bike shop and they said that I couldn't just change the gear ring but had to do something else which would 1) cost about as much as the bike when labor was thrown in and 2) might make the chain more prone to come off (though they stressed the "might.") If you are bike savvy and can make this upgrade yourself, that'd make this bike near flawless. Otherwise, be careful with the shipping materials and giving it a full test soon after you get the bike: Citizen's 30-day return policy runs from the shipping date, not the receipt date.
